Medical insurance guide for international students in China

According to the regulations set by the Ministry of Education of China, all international students are required to purchase a comprehensive health insurance plan during the period of their study in China. All self-financing international students and scholarship recipients (unless otherwise stated in their scholarship policy) must purchase medical insurance at their own expense. Students are allowed to complete their registration procedures only after they have paid the insurance premium.

Insurance premium:

400 yuan for one semester

800 yuan for one year

Insurance duration

6+ months: Must purchase comprehensive insurance.

<6 months: Follow school requirements.

Insurance coverage and insured amounts:

Death and dismemberment: 100,000 yuan.

Accidental medical expenses: 20,000 yuan; 100 percent of reasonable expenses reimbursed.

Hospitalization medical expenses: 400,000 yuan; 100 percent of reasonable expenses reimbursed. (Nursing care expense: 200 yuan/day, up to 60 days.)

Outpatient and emergency (due to illness): 20,000 yuan.

Daily limit: 600 yuan

Starting line (deductible): 650 yuan. Deducted once cumulatively per insurance period before reimbursement starts.

Reimbursement: 85 percent of the amount exceeding the deductible, up to RMB 20,000 in total per insurance period.

Eligible hospitals

Please go to public hospitals and its normal departments.

Not covered: Private or joint-venture hospitals; ward area for special treatment and needs, international outpatient or emergency departments; VIP departments, foreign guest departments; departments of cosmetic/plastic surgery or rehabilitation.

Note: Medical expenses are limited to items covered under the local basic medical insurance system. Self-paid or partially self-paid items will not be reimbursed.

Exclusions (Not covered by insurance):

Improper driving:

Driving under the influence of alcohol

Driving without a valid driver's license

Driving an unregistered or illegally registered vehicle

Pregnancy and related conditions:

Pregnancy, miscarriage, childbirth

Infertility, artificial insemination

Prenatal/postnatal examinations, contraception, abortion, and related complications

Pre-existing or inherited conditions:

Congenital diseases

Hereditary diseases

Pre-existing conditions (diseases or symptoms that existed before the policy took effect and persisted into the coverage period)

Note: Students who have purchased the insurance can submit claims through their university's International Student Office (or relevant administrative department).

Insurance reimbursement claims

1.Medical expenses of outpatient and emergency treatment:

The related expenses incurred from normal outpatient treatment, emergency treatment, outpatient surgery, emergency observation, emergency rescue, isolation due to infectious diseases that is certified by the public hospital or department of public health and epidemic prevention, and expense or cost of outpatient and emergency treatment before and after hospitalization that arise from the same cause of disease are also deemed as outpatient and emergency treatment. For example, being treated in the outpatient or emergency for fever, sudden abdominal pain, faint, and inflammation etc.

For instance, you spent 800 yuan on July 1, 600 yuan on July 2, 200 yuan on July 3, then these expenses would be calculated as follows:

Calculation equation:{(600 yuan +600 yuan +200 yuan)-650 yuan}*85%=637.5 yuan

(Notes:The exact number of reimbursement result also depends on the materials you submit. Keep all the medical documents of the outpatient for illness below the deductible. After the deductible is exceeded, all the documents can be submitted together to apply for claim.)

2.Accidental medical insurance:

If the insured receives medical treatment within 180 days of an accident, the insurer will pay 100% of reasonable and necessary expenses, up to 20,000 yuan.

Amounts per incident; total reimbursement cannot exceed 20,000 yuan.

Examples: bruises, burns, sprains, cuts, scratches/bites from cats or dogs.

Equation:

Total reasonable expenses × 100% = Reimbursable amount

(Excluding self-paid or non-covered items)

3.Hospitalization:

If hospitalization is required due to illness or accident, the insurer covers 100% of actual and reasonable expenses, including: nursing care, medical record, heating, air-conditioning, bed, examination, special examination and treatment, operation, medicine, treatment, laboratory test, radiation, etc.

Coverage continues for multiple hospitalizations within the policy period, but ends once the insured amount (400,000 yuan) is reached.

Equation:

Reasonable hospitalization expenses × 100% = Reimbursable amount

(Excluding self-paid or non-covered items)

4.Materials required for filing a claim:

A.Outpatient (in the case of accident):

Documents required: Copy of passport and visa page, original receipt, medical record (dates of each treatment and diagnosis should match dates on the receipts), accident report and copy of bankbook or customer information form for bank card holders.

B.Outpatient (in the case of illness):

Documents required: Copy of passport and visa page, original receipt, medical record (dates of each treatment and diagnosis should match dates on the receipts) and copy of bankbook or customer information form for bank card holders.

C.Inpatient (in the case of accident):

Documents required: Copy of passport and visa page, original receipt, itemized bill, accident report, copy of hospital discharge summary or inpatient medical record and copy of bankbook or customer information form for bank card holders.

D.Inpatient (in the case of illness):

Documents required: Copy of passport and visa page, original receipt, itemized bill, copy of hospital discharge summary or inpatient medical record and copy of bankbook or customer information form for bank card holders.

5.How to submit documents

A.Via university arrangements

Some universities invite insurance company representatives on campus to collect claims. For example, the school may organize a monthly session at the campus. Please check with your university's International Students Office for details.

B.Send directly to the insurance company

Students can also mail claim documents directly to the insurance company.

Important notes

-Before receiving medical treatment, call 400-810-5119 (ext. 1) to confirm service coverage.

-Accident-related certificates (e.g. traffic accident report) must be provided when relevant.

-Ensure bank details are accurate: name, account number, and branch.

-Coverage only applies to public hospitals in the Chinese mainland (excludes Hong Kong, Macao, Taiwan).

-The insurance period refers to the effective dates stated in the policy (from the start date to the end date of the policy).

-Reminder for invoice & medical record:

Whenever you go to hospital, please collect valid original invoices. A receipt or payment slip is not considered an invoice and needs to be exchanged for a formal invoice. Request your medical records from the doctor or hospital.

The date on the original invoice must be consistent with the medical treatment date recorded in the outpatient and emergency medical records. Additionally, the name on the invoice and medical records should match as the name on your ID. In case of any inconsistency, please notify the hospital to make the necessary changes or visit your university's International Students Office to obtain a certificate of name change.

Example cases:

Case 1: Accidental injury

Student A purchased an insurance product for 800 yuan per year. He suffered an accidental injury during a football match and went to the hospital, paying the medical fees himself initially. After his recovery, he submitted all the receipts, invoices, and relevant documents to the International Students Office (or relevant department). The office then assisted him in making a claim to the insurance company, and he was reimbursed for all his expenses.

Case 2: Inpatient care

Student B purchased the same insurance product for 800 yuan per year. He was hospitalized for pneumonia. After his recovery, he submitted all the receipts, invoices, and relevant documents to the International Students Office (or relevant department). The office then helped him to claim all his expenses from the insurance company, and he was reimbursed in full.

Case 3: Outpatient visits

A student spent 500 yuan on a hospital visit, which was below the 650 yuan deductible. Later, he  spent another 400 yuan. Since the total (900 yuan) exceeded the 650 yuan threshold, the student received reimbursement of 212.5 yuan (<900 - 650> x 85%).

Student C purchased the insurance product for 800 yuan per year. He went to the hospital for a treatment of a severe cold and paid 500 yuan himself for outpatient services and medicine. Since this amount was below the 650 yuan deductible, the International Students Office advised him to keep the receipts until the cumulative total reaches the threshold.

Some weeks later, Student C visited the hospital again for a headache and paid another 400 yuan. The two visits together amounted to 900 yuan, which exceeded the 650 yuan deductible. The office then submitted the claim on his behalf, and he received a reimbursement of 212.5 yuan, which is 85 percent of the amount exceeding 650 yuan (i.e., 85 percent of 250 yuan).

Emergency pre-payment for serious cases:

If a student is seriously ill or injured and unable to pay a large amount of treatment fees (e.g., 8,000–10,000 yuan) in advance, they may apply for direct pre-payment by the insurance company.
